Certificate of conformity Customs union

In the complement of the Customs union three countries enter: Republic of Belarus, Republic of Kazakhstan and Russian Federation

In accordance with Statute № 319 from 18.07.2010 a declarant is right to choose, what document to design him. This can be both a certificate and declaration about accordance to the norms of country in that they are accepted and declaration/certificate of accordance on the requirements of the Customs union. Such order of delivery of documents is possible only to January, 1, 2012, when single economic space will be formed finally. In future on products from a single list certificates and declarations of accordance will be recorded only to the single norms of the Customs union. Single forms of declaration and certificate of accordance to the requirements of Customs union are the forms of certifying documents of products, passing tests on safety and confirmation of accordance to the requirements, accepted in single economic space of Custom union. The certificates of Customs union are recorded on the special forms and are accountable documents, id est every form has the individual number and in case of spoilage surrenders in a national organ on a certification. The forms of forms of certificates are identical on all space of the Customs union and contain basic information about the country of origin of commodity, organ, giving out a certificate, name of manufacturer and declarant, name of products, requirement declarable products must correspond that, protocols of tests, certificates of the systems of management of quality and other documents depending on the chart applied to them sertification. оf necessary additional information is specified about products, for example use-by date. Without fail filled in : registration (deliveries) of certificate data, date of stopping of his term of action, the last name of leader of organ on a certification, last name of expert is specified on the certified type of products, sealed organ on a certification. If information is not placed on the form of certificate, then design an appendix that is inseparable part of certificate. On an appendix a registration number, printing of organ and signature of responsible persons, must be indicated. Forms of Russian FEDERATION, Republic of Belarus and Kazakhstan differ in inter se the sign of conformity of the system to the certification and abbreviation of the giving out state, included in the registration number of certificate.

The term of action of certificate is determined coming from the chart of the certification chosen for the certain type (kind) of products, and makes no more than five years. Unlike a certificate declaration of Customs union is not an accountable form and is recorded a producer on the sheet of heavyweight white paper of format of А4. At registrations of declaration about accordance on a single form a declarant (salesman) can use the certificate of accordance of the national system of quality (for example, in the system GOST R) of country-member of the Customs union as proof of confirmation of quality descriptions product. On what term to design declaration, a declarant chooses, being base on the planned term of producing of products, but it similarly must be no more than five years. These limitations are prescribed both in a decision "About the Customs union" and in technical regulations on the concrete types of the certified products. An organ on a certification, having corresponding accreditation, comes forward only as checking and recording organization. After delivery of certificates and declarations about accordance they take place the requirements of the Customs union in a single register on the site of the Customs union in general access.

Products, in regard to that the members of the Customs union are set identical requirements, identical forms and charts of confirmation of accordance, are admitted to the appeal on single custom territory, if she was certificated on territory of any of these states.

Obligatory requirements are set to the products, plugged in the Single list of products in regard to that obligatory requirements are set within the framework of the Customs union. Ratified by Decision of Commission of customs union from 7 April 2011 № 620.
